Luring Arrest
A 43-year-old Township of Cavan-Monaghan man is facing 11 charges in connection with incidents involving young girls.
Police are investigating several incidents in which the male approached young girls in public places and gave them sexually explicit notes. The incidents occurred between July 10 and July 16, 2026, and happened at Lansdowne Place Mall and Prince of Wales School property in the Monaghan Road and Sherbrooke Street area.
Police were made aware of one incident on July 16, 2026, and started an investigation. That lead to the discovery of several more incidents. Through further investigation a suspect was identified and on Friday, July 24, 2026, was located and taken into custody.
As a result, 43-year-old Scott Andrew Duncan of the Township of Cavan-Monaghan was arrested and charged with:
- Invitation to Sexual Touching X3
- Criminal Harassment - Threatening Conduct X4
- Make Sexually Explicit Material Available
- Luring a Person Under 16 X3
The accused was held in custody and appeared in Weekend and Statutory Holiday (WASH) court on Saturday, July 25, 2026, where he was remanded into custody until his next court appearance on Tuesday, August 4, 2026.

In order to facilitate more potential victims coming forward, we are releasing the accused’s name and photo in accordance with the provisions of the Community Safety and Policing Act (2019; 80(2).
